3. No member shall absent himself from the service of the Convention, unless he have leave from the house.

4. When any member is about to speak in debate, or deliver any matter to the Convention, he shall rise from his seat, and without advancing, shall, with due respect, address himself to the President, confining himself strictly to the point in debate.

5. No member shall speak more than twice in the same debate, without leave of the house.

6. A question being once determined, shall stand as the judgment of the Convention, and shall not again be drawn into debate during the same session.

7. While the President is putting any question, no one shall hold private discourse, stand up, walk into, out of, or across the house, or read any book. 8. Every member who shall be in the Convention when any question is put, shall, on a division, be counted, unless he be particularly interested in the de

cision.

9. No motion shall be considered as before the house, unless it be seconded, and reduced to writing when required.

10. When any question is before the Convention, it shall be determined on, before any thing new is introduced, except for adjournment.

11. The question on a motion for adjournment shall be taken before any other, and without debate.

12. When the Convention is to rise, every member shall keep his seat until the President leave the chair.

On motion, Resolved, That Clergymen of the Protestant Episcopal Church, belonging to other Dioceses, and candidates for Holy Orders, who may be in town during the session of this Convention, be admitted to the sittings of the

same.

Whereupon, the Rev. Edward N. Mead, of Sing Sing, New York, took a seat in the Convention.

On motion of the Rev. Mr. Burgess, Resolved, That the annual meeting of the Church Scholarship Society, be held to-morrow evening, after evening prayers.

The Rev. Dr. Jarvis, Secretary of the Standing Committee, read an abstract of their proceedings, which is entered on the Journal of the Convention, according to the provisions of the 6th Canon.

Abstract of the proceedings of the Standing Committee, from the Convention of 1838 to the Convention of 1839.

1. The first meeting of the Standing Committee was held in Hartford, June 14, 1838, all the members being present. The Rev. Dr. Croswell was chosen President, and the Rev. Dr. Jarvis, Secretary.

2. The second meeting was held at Middletown, July 6th, 1838. Present, the Rev. Messrs. Hull, Paddock, Burgess, and the Secretary. Canonical Testimonials having been presented in favour of Nathaniel S. Richardson, Abel Nichols, Andrew Hiram Cornish, William B. Ashley, and William Payne, they were accordingly recommended to the Bishop for the Holy Order of Deacons. 3. The third meeting was held at Hartford, August 2, 1838. Present, the Rev. Dr. Croswell, the Rev. Messrs. Hull and Burgess, and the Secretary. Canonical Testimonials having been presented in favour of John Williams and Abner Jackson, they were recommended for Deacons' Orders.

4. The fourth meeting was held at Cheshire, November 7, 1838, all the members being present. Canonical Testimonials having been presented recommending Charles W. Everest and Charles Gillet, graduates of Washington College, they were accordingly recommended to the Bishop, as candidates for Holy Orders.

Thomas G. Salter having presented the requisite testimonials, was recommended to the Bishop for Deacons' Orders.

The Rev. William Grant Hyer, and the Rev. Solomon Gilbert Hitchcock, Deacons, were recommended for the Holy Order of Priests.

5. The fifth meeting was held at Waterbury, January 16, 1839. Present, the Rev. Dr. Croswell, and the Rev. Messrs. Hull and Burgess. In the absence of the Secretary, the Rev. Mr. Burgess was appointed Secretary pro tempore.

Canonical Testimonials having been presented in favour of John G. Hull, A. B., of Yale College, he was recommended as a candidate for Holy Orders. On application from the President of the Standing Committee of Western New York, enclosing the Canonical Testimonials of the Rev. Dr. DeLancey, Bishop elect of that Diocese, and requesting the concurrence of this Committee, agreeably to the 5th Canon of the General Convention of 1832; the members present proceeded to sign the requisite testimonial, and it was afterwards sent to the absent members for their signatures, which were given.

6. The sixth meeting was held at New Haven, May 16, 1839. Present, the Rev. Dr. Croswell and the Rev. Messrs. Hull and Burgess. The Secretary being absent, the Rev. Mr. Burgess was appointed Secretary pro tem.

Canonical Testimonials having been presented in favour of the Rev. Wm. Payne and the Rev. Nathaniel S. Richardson, Deacons, they were recommended to the Bishop for Priests' Orders.

7. The seventh meeting was held at Hartford, June 10, 1839. Present, the Rev. Dr. Croswell, the Rev. Mr. Burgess, and the Secretary.

Canonical Testimonials having been presented in favour of Isaac H. Tuttle, Charles Prindle, Thomas Clap Pitkin, Charles Fox, and James D. Mead, M. D., they were severally recommended to the Bishop for Deacons' Orders.

The Rev. Servilius Stocking and the Rev. Alonzo B. Chapin, Deacons, were in like manner recommended to the Bishop for Priests' Orders. Respectfully submitted,

The House then proceeded to the appointment of a Standing Committee, which resulted in the election of the Rev. HARRY CROSWELL, D. D., Rev. SAMUEL F. JARVIS, D. D., Rev. GEORGE BURGESS, Rev. SETH B. PADDOCK, Rev. LEMUEL B. HULL.

The Rev. Mr. Short offered the following resolution, which was laid on the table, to be taken up to-morrow:

Resolved, That the Constitution of the Society for the Promotion of Christian Knowledge, be amended, by striking out the 6th article, and substituting the following:-All persons who are members of the Church in this Diocese, shall be considered as belonging to the Society.

On motion, Resolved, That the Rev. Mr. Short be appointed to receive the sums due from the several Parishes, on the assessment for making up the deficiency in the Bishop's salary.

On motion of the Rev. Mr. Watson, Resolved, That immediately after Divine service to-morrow morning, this Convention will proceed to hear the Parochial Reports, and continue to hear them until they are finished.

The following resolution, which was submitted to the consideration of the last Convention, and ordered to lie over for final action at this, was called up by the Rev. Dr. Croswell:

Resolved, That the sixth article of the Constitution of the Connecticut Episcopal Academy, be amended, by striking out the words, "shall be elected by the Board of Trustees—a majority of the Trustees for the time being, concurring ;" and substituting, shall be elected by the Convention of the Diocese.

After some discussion, the resolution was lost-a very large majority voting against it.

On motion of the Rev. Mr. Burgess, Resolved, That the Committee on Canons be instructed to inquire into the expediency of providing a permanent place of deposit for the records of the Convention, and other books and papers belonging to the Diocese.

Adjourned to meet to-morrow morning at 8 o'clock.

CHRIST CHURCH, Wednesday Morning, June 12, 8 o'clock.

The Convention assembled pursuant to adjournment.

Morning Prayers were read by the Rev. Seth B. Paddock, Rector of Christ Church, Norwich; after which the Bishop took the chair, and the Convention proceeded to business. The roll was called, and the minutes of the preceding day were read, and, after some amendments, accepted.

Edward Starr, Jr., a Lay Delegate from Christ Church, Redding, and Merriman Matthews, from Trinity Church, Bristol, appeared, and took their seats in Convention.

The reading of the Parochial Reports was then commenced; which being finished, the Rev. Dr. Jarvis, as Treasurer of the Society for the Promotion of Christian Knowledge, made a report, which was referred to an auditing Committee, composed of Mr. Foot, of Marlborough, and the Assistant Secretary. Leave of absence was then granted for the remainder of the session to the Rev. Dr. Jarvis and Ebenezer Jackson, Esq., Lay Delegate, from Middletown. The Auditing Committee made a report, which was accepted. Dr. Croswell, Chairman of the Committee on Canons, made a report, proposing for the adoption of the Convention, several Canons; which were taken up and considered separately. The Canon Providing for a list of Clergymen entitled to seats in the Convention, was taken up, and after some discussion and amendments, passed as follows:

It shall be the duty of the Bishop and Standing Committee, or in case of vacancy in the Episcopate, of the Standing Committee, previously to the meeting of every Annual Convention, to prepare an accurate list of the Clergymen of this Diocese, entitled to seats in the Convention, agreeably to the existing Constitution and Canons, to be presented and read by the Secretary, before any other business shall be transacted; and this shall be the list, according to which the Convention shall be organized.

The second Canon proposed by the Committee, was taken up, and after some discussion upon it, a motion to adjourn till 2 o'clock P. M., was made, and carried.

CHRIST CHURCH, 2 O'CLOCK P. M.

The Convention met agreeably to adjournment, when leave of absence was granted for the remainder of the session, to Mr. Newell Johnson, of Westville. The Canon Concerning Parochial Collections, under discussion in the forenoon, was again taken up, and finally passed as follows:--

It shall be the duty of every Parish in this Diocese, to establish Parochial Collections, not less than four in each year, for the aid of the benevolent institutions of the Church, and to appropriate at least once a year, to the Connecticut Society for the Promotion of Christian Knowledge, such portion of those collections as the Rector and Vestry, or the Vestry, when there is no Rector, or a Committee appointed by such Vestry, or by a vote of the Parish, shali deem expedient.

Canon 7, concerning collections for the Society for the Promotion of Christian Knowledge, is hereby repealed.

The following Canon Concerning the settlement of Clergymen, was also read and adopted:

Every cure in this Diocese, on the call of a Clergyman, shall, within one month after such call, apply to the Bishop, or in case of vacancy in the Episcopate, to the Standing Committee, for permission to settle such Clergyman, and no Clergyman, by virtue of a parochial cure, shall take his seat in this Convention, until such permission shall be obtained.

The Committee on Canons also reported the following resolution, which was passed:

Resolved, That the Secretary be directed to procure a safe and convenient depository for the papers and documents belonging to this Convention, to be placed in the Library of Washington College, under the care of the President of said Institution.

The following proposed alteration in the Constitution, was submitted for the consideration of the Convention, and ordered to lie over for final action at the next Annual Convention :

ARTICLE IX., 5th line, after the word "state," [add] and in case of any vacancy occurring in said Committee, by death, removal, or resignation, the remaining members shall have power to supply said vacancy, until the next Annual Convention.

The resolution offered by the Rev. Mr. Short, yesterday afternoon, was called up, and after some discussion, the subject was referred to a Committee of three, with power to revise the Constitution of the Society for the Promotion of Christian Knowledge, and report at the next Convention.

The Rev. Messrs. Burgess and Short, and Samuel Tudor, Esq., were appointed this Committee.

The Rev. Dr. Croswell presented the resignation of Col. William Mosely, as a Trustee of the Connecticut Episcopal Academy, which was accepted, and a Committee appointed to nominate suitable persons to supply any vacancies in the Board.

The Rev. Dr. Croswell, the Rev. Mr. Beardsley, and Richard Adams, Esq., were appointed this Committee, who, after retiring, nominated Wm. Law, Esq., and the Rev. Wm. Watson; whereupon these gentlemen were elected Trustees of said Academy.

On motion of the Rev. Mr. Chapin, Resolved, That it be recommended to all the Ministers of Parishes in this Diocese to observe as many of the special occasions of public worship, appointed by the book of Common Prayer, as the situation and circumstances of their Parishes will allow.

Leave of absence was granted for the remainder of the session, to Asa Gilson, Esq.

On motion, Resolved, That the Secretary and the Rev. Messrs. Chapin and Bennett be a Committee to superintend the printing of the Journal.

On motion, Resolved, That one thousand copies of the Journal be printed. The Committee appointed at the last Convention, to "examine a series of books prepared by the Rector of Trinity Church, New Haven, and such other books as they might deem expedient for the use of Sunday Schools and Catechetical Classes," was continued to the next Convention.

After the usual devotions, and the benediction of the Bishop, the Convention adjourned sine die.

APPENDIX, NO. I.

ABSTRACT OF THE BISHOP'S ADDRESS.

The Bishop reports, that he has visited many Parishes during the past year, in which no duties peculiarly Episcopal were required, except those of general superintendence and encouragement; that the rite of Confirmation has been administered to three hundred persons; that ten persons have been admitted to the Holy Order of Deacons, and four to that of Priests; that three Churches have been consecrated, and one Clergyman instituted; that two of the Clergy have died during the past year; that eight have taken letters dimissory from the Diocese, and six have been canonically received into it; that five are officiating in the Diocese without having presented their dimissory letters from other Dioceses; that three have resigned their cures, and eight been transferred to other stations; that there are nineteen candidates for Holy Orders; and that the Parishes generally are in a state of temporal and spiritual prosperity.

In addition to the usual services on the Lord's day, a lecture has been held on Wednesday evenings, and, during most of the year, a Bible class for young men on Sunday evenings.

Since the last Convention, the Parish have made arrangements for the completion of the tower of their Church, after the original design, in stone, of the estimated cost of eight thousand dollars; half has been raised by subscription. The work is now in progress.

A decided aspect of prosperity, union, and strength, is presented by this Parish, in every temporal view; and the Rector would hope that this is an image of its spiritual peace and welfare. It has, however, the dangers of a period of ease; dangers to be averted only by great watchfulness, and by active diligence in well-doing.
