THE PROCEEDINGS

OF THE

CONVENTION.

NEW YORK, WEDNESDAY, SEPTEMBER 27TH, 1865.

THIS being the day fixed by the Constitution of the Protestant Episcopal Church in the Diocese of New York for the meeting of the Annual Convention of the same, a number of the Clergy and Laity assembled for Divine Service, at ten o'clock in the morning, in St. John's Chapel in the City of New York, the place appointed by the Bishop for the meeting.

Morning Prayer was said by the Rev. Edward A. Washburn, D. D., rector of Calvary Church, New York, assisted by the Rev. Alfred H. Partridge, rector of Christ Church, North Brooklyn, and the Rev. Reese F. Alsop, rector of Christ Church, Rye, who read the Lessons, and the Rev. Samuel M. Haskins, D. D., rector of St. Mark's Church, Williamsburgh, who said the Collects. The Litany was said by the Rev. Alfred B. Beach, D. D., rector of St. Peter's Church, New York. The Ante-Communion Service was read by the Right Rev. Joseph C. Talbot, D. D., Missionary Bishop of the Northwest; the Rev. Alexander H. Vinton, D. D., rector of St. Mark's Church, New York, reading the Epistle, and the Rev. John

McVickar, D. D., Emeritus Professor of the Evidences of Revealed Religion in Columbia College, New York, reading the Gospel. The Sermon was preached by the Rev. Alexander H. Vinton, D. D. The Right Rev. Horatio Potter, D. D., LL. D., D. C. L., Bishop of the Diocese, celebrated the Holy Communion, in which he was assisted by the Right Rev. Bishop Talbot, the Rev. Jacob W. Diller, D. D., rector of St. Luke's Church, Brooklyn, the Rev. Morgan Dix, D. D., rector of Trinity Church, New York, the Rev. John McVickar, D. D., and the Rev. F. P. Barnard, D. D., LL. D., President of Columbia College, New York.

The Convention was called to order by the Bishop of the Dio

cese.

The Secretary proceeded, under the direction of the Bishop, to call the names of the Clergy of the Diocese entitled to seats, when one hundred and seventy-five answered to their names and took their seats as members.*

The Churches entitled to representation were then called over, and the Lay Delegates presented their certificates; which were examined by the Secretary and a Committee of two appointed by the Presiding Officer, viz.: William E. Dunscomb, Esq., and Hon. Hamilton Fish. The names of the Lay Delegates duly appointed were called, when Delegates from one hundred and twenty-four Parishes appeared and took their seats.t

A constitutional quorum being present, the Right Reverend the President declared the Convention organized for business.

The Committee on the Examination of the Certificates of Lay Delegates reported as defective several certificates, which were referred back to the Parishes for correction.

The President announced the VIIth Rule of Order on the admission of persons not members to the sittings of the Convention.

On motion, the reading of the Rules of Order was unanimously dispensed with.

The Convention then proceeded, according to the Sixth Article of the Constitution, to the appointment of a Secretary and Treas

urer.

On motion of the Hon. Albert Ward, the vote by ballot was unanimously dispensed with, and the Rev. William E. Eigenbrodt, D. D., was elected Secretary.

On motion of the same, ballot was unanimously dispensed with, and Edward F. De Lancey, Esq., was elected Treasurer.

The Secretary appointed the Rev. Theodore A. Eaton, the Assistant Secretary.

The President then announced the following Standing Committees and Inspectors of Elections:
