the generous donation of a College Hall and Warden's residence, may
find imitators, and that the time may not be far distant, when they
shall be able to report that the Centre College Building and residences
for Professors have been erected that Professorships have been
endowed that Scholarships have been established-and that all the
means for a thorough preparation of young men for the work of the
Holy Ministry have been furnished by the Church to this College.
All of which is respectfully submitted.

The Committee on Canons presented the following Report:

Report

OF THE COMMITTEE ON CANONS.

The Committee on Canons, who were, directed at the last Convention of the Diocese to consider and report upon a Proposed Canon, with reference to the casting of more than one vote by any Lay Delegate; and who were also instructed to inquire into the expediency of adopting a further provision in the Canons, in order to prevent in the future the appointment, by any two or more congregations or churches, of the same person or persons to be Delegates from each to the Convention-beg leave leave to present the following

REPORT:

At present, any parish may send as its Delegates three persons, who are qualified to vote for Wardens and Vestrymen in the same, without any regard to the question whether they or any of them have been chosen by another parish. And this right has been enjoyed by the parishes of this Diocese since its organization, nearly eighty years ago, and hitherto no evil result has followed, nor are any serious evils likely to occur. This right cannot now be taken away but by an alteration of the Constitution, though the exercise of it might be regulated by Canon.

It appears to the Committee to be a sound principle of action for this Convention, not to legislate with a view of depriving either Clergy or Laity of existing rights and privileges, unless from the exercise of

those rights and privileges serious evils have arisen, interfering with the order and welfare of the Diocese, or unless there are well-founded apprehensions existing that such evils are likely to arise. Experimental legislation in the Church, especially where it interferes with an existing order of things, is not wise. As in the case now before the Committee, no great evils have existed, or are likely to arise, they do not deem it expedient to recommend the adoption of the proposed Canon, or to report any amendment to the existing Canons with relation thereto.

The Report of the Missionary Committee of the Diocese was presented and read by the Rev. Dr. Tuttle:

OF THE MISSIONARY COMMITTEE.

The Missionary Committee of the Diocese respectfully report: They are again permitted to state to the Convention that the demands on its Treasury for the current year have been promptly met. Small additional appropriations were made to several of the more needy of the Missionaries, about Christmastide, and the funds in the hands of the Treasurer are adequate to meet the quarterly stipends due 1st of October.

The number of Missionaries in the diocese is fifty-four.

Your Committee by no means consider that the amounts of the present stipends are in many cases at all adequate to the necessities of the times. Much less should we be satisfied with simply the present number of laborers in this wide and promising portion of the Master's field. Nor is the relief to the Treasury, by dropping old and unpromising stations, sufficient to meet the demands of the new and promising openings in various sections. We trust an increasing number of the present missionary stations will feel a laudable emulation and make the requisite exertion to place themselves on the list of self-supporting parishes. Not that the Church's offerings may be spared, but rather stimulated to an enlarged amount, by being asked for new and enlarged efforts of Church extension.

Never was the field in this Diocese more ripe for harvest. And your Committee feel that a safe reliance, under God, for reaping bountifully, is in the simple compliance with the canonical requirement of an annual collection in every parish for this most promising work, the details and success of which are to be found in the reports of your missionaries. Appended are the names of the stations and Missionaries of the present year.

The Committee on the Incorporation of Churches presented their Report, as follows:

Report

OF THE COMMITTEE ON THE INCORPORATION OF

CHURCHES.

The Committee on the Incorporation of Churches applying to be admitted into union with this Convention respectfully Report:

That they have examined the certificates submitted, and find that the following Church has been duly incorporated according to law, viz.:

1. "The Rector, Church Wardens, and Vestrymen of the Church of the Holy Cross, in the Town of Warrensburgh, in the County of Warren."

The Bishop's approval is duly endorsed on the certificate.

2. "The Rector, Wardens, and Vestrymen of the Church of the Holy Trinity, in the City of New York."

It is not stated that the certificate of incorporation has been recorded in a book provided for that purpose. Your Committee have been informed by the Rector that it has been so recorded. In other respects the papers are correct.

The following certificates are defective, viz.:

3. "The Rector, Church Wardens, and Vestrymen of the Church of the Redemption in the City of New York."

It states that the Rev. Robert G. Dickson presided, but not that he is the Rector, or was called to the chair by a majority of the votes of those present.
