The observations which I have now the honour

of submitting to your Lordship, are presented with the conviction that there is no one to whom they could have been with more propriety addressed.

The Church has been indebted to your Lordship for the fullest exposition of those enlightened views, to which, as seeming to be demanded by existing circumstances, I have humbly endeavoured to recall attention. From your Lordship, also, has emanated one of the most signal proofs of that beneficial agency, which, under so many and such important forms, the Church exerts upon e general weal.
