nefs; and would take it ill if we fhould not believe them: But when any private Intereft or Humour croffeth upon them, and puts them to the Tryal, 'tis too apparent what a flender Hold Morality has upon them; and how little they are to be trufted: And therefore, to meet with the Infincerity, and restrain the unaccountable Paffions of Men, Laws were chiefly invented. The Design of these publick Provisions being to make all Injustice and Encroachment an uncreditable, as well as an unprofitable Practice; and that the Punishment of an ill Action fhould always exceed the Pleafure of it. That thofe who were not generous enough to be govern'd by Reafon and Humanity, might be disciplin'd into Duty and Order, by Smart and Sense But here it must be confefs'd, that hu mane Conftitutions are not fufficient to provide an effectual Remedy: for, not to mention, that many Vices are always overlook'd, and lye out of the Verge of the most comprehenfive Laws; even thofe Crimes which are mark'd with Vengeance
