Mr. Searle, a member of Congrefs, and a eplonel in one of the Pennfylvania regiments, is now in Amfterdam, negociating with the Dutch a commercial treaty.

On this fubject Sir Jofeph York has lately prefented a memorial to the Stetes General of which the following is an extract:

"For a long time paft the King has had innumerable indications of the dangerous defigns of an unruly cabal; but the papers of Mr. Laurens, who ftiles himself Prefident of the pretended Congrefs, furnishes the difervery of a plot, unexampled in all the annals of the Republic. It appears by these papers, that the gentlemen of Amfterdam have been engaged in a clandestine correspondence with the American rebels, from the month of Auguft 1778, and that inftructions and full powers have been given by them for the conclu fion of a treaty of indifputable amity with thofe rebels, who are the fubjects of a fovereign to whom the Republic is united by the cloicft engagements. The authors of this plot do not even attempt to deny it, but on the contrary vainly endeavour to justify their conduct.

"In thefe circumftances his Majesty, relying on the equity of your High Mightineffes, demands a formal difavowal of fuch irregular conduct, which is no lefs contrary to your moft facred engagements, than to the fundamental laws of the conftitution of Batavia. Tha King demands equally a prompt fatiffaction, proportionate to the offence, and an exemplary punishment on the penfioner Van Berkel, and his accomplices, as disturbers of the public peace, and violators of the law of nations.

"If your High Mightineffes fhould refufe so just a demand, or endeavour io elude it by filence-then the King will find himfelf under the neceffity of taking those meafures which the prefervation of his own dignity and the interests of his people demand.

The fon of Gov. Taumball, the rebel governor of the province of Connecticut, charged witth holding a treafonable corcefpondence with the enemy, was examined at the Public-office in Bow-ftreet, and com-Dated Nov. 10." mitted to prifon.

On the other hand, the Dutch have ftrongly remonftrated here against what they call the premeditated violence committed by our officers, in feizing fome American vetfels that had put themselves under the protection of the States at the island of St. Martins, and threatened to burn the town if they offered to make refiftance.

A Mr. Freuch was lately fent to Ireland by the States General as their Commiffary General, and Count Weldern was ordered to get him acknowledged in that capacity, which the King has refufed.
