MY LORD, I have the honour to submit my Report of Public Instruction for the official year ending 30th April 1859.

2. Departmental Officers.-Dr. Haines acted throughout the year for Dr. Peet as Inspector of the 'Presidency,' afterwards the Central' Division. The Sind Division was in the charge of Major Goldsmid, the Assistant Commissioner for Jagheers, in addition to his ordinary work. These arrangements, being of a provisional nature, were of course not such as I could look upon with complete satisfaction. An inspector's office requires so much system and forecast and knowledge of local details that no temporary incumbent, however able, is likely to succeed altogether in it, and certainly the whole time of a zealous officer is required for the efficient administration of an inspector's varied duties. I have had frequent occasion to recognize the extensive learning and clear judgment of Dr. Haines; and of Major Goldsmid I can only say, that he has done so much and so well in discharge of his educational duties as to make me wish the Sind Division were put entirely under his care. Major Goldsmid's peculiar qualifications for the inspectoral office have been repeatedly acknowledged by Sir Bartle Frere.

3. Capt. Lester and Mr. Hope have remained in charge of their respective divisions, now the 'Southern' and 'Northern;'

and I desire to express my obligations to both of these gentlemen for their services. Mr. Hope, in particular, has displayed an enthusiasm and activity that are beyond praise.*

4. Inspectoral Divisions.-The re-distribution of inspectoral divisions sanctioned in Government Resolution No. 1800, dated 23rd July 1858, has been carried into effect with great advantage.

5. The Northern Division consists of the Guzerat Collectorates (the former Guzerat Division), with Tanna and Kandeish and the Peynt State. The estimated local area is 26,989 miles, and population 36,42,785. The languages are Murathee and Guzeratee. The inspector of the Northern Division is also permitted to exercise supervision over the important and flourishing schools in the political districts of Kattiawar, Government having declared that they have no wish to prevent the inspector making himself useful in them so that he does not neglect his first duty, which is to the Government districts. Mr. Hope, having a double establishment allowed him, is able, by making rapid marches, to attend to both classes of schools. A less energetic officer would find the work impossible.

6. The Central Division comprises the Presidency town, the zillahs of Poona and Ahmednuggur, and the Murathee districts of Sholapoor and Sattara. Area, 29,022 miles; population, 3,798,962. The languages are Murathee and Guzeratee.

7. The Southern Division contains the Canarese districts of Sholapoor and Sattara, with the zillahs of Rutnagherry, Belgaum, and Dharwar. Area, 24,000 miles; population, 2,757,409. The languages are Murathee and Canarese.

placed under the direct supervision of the Director of Public Instruction.

9. Temporary Assistants. On the application of Mr. Hope, the Government were pleased, in May 1858, to attach Mr. Peile, a junior member of the Civil Service, to his office as an assistant, for the special purpose of expediting the preparation of Mr. Hope's Guzeratee series of school-books. Mr. Hope speaks very highly of Mr. Peile's services, which were continued until the middle of January 1859.

10. Mr. Newnham, of the Civil Service, was, on similar grounds, attached to the Director's office. During my rapid tour in Sind he conducted the routine work of the office, and he has given valuable assistance in preparing schoolbooks, examining schools and colleges, and enabling me to devote time to lecturing and writing that would otherwise have been taken up by mere office duties. I take this opportunity of suggesting that for the future, whenever there may be unemployed junior Civil Servants at the disposition of Government, one or more of them may be usefully attached to the Educational Department, particularly during the monsoon months, to assist in writing and compiling books, examining, and other educational operations.

11. The proceedings of the inspectors are recorded in the extracts from their annual reports, which appear in the Appendix.
