shall have issued his license for the establishment of a new place of public worship, or shall have constituted a new mission district or a new parish, for the continuance of such work.

SEC. 7. Nothing contained in this Canon shall be taken to restrict the power of the Bishop to license private chapels or chapels connected with institutions, nor to affect such chapels so licensed.

CANON XVI.

Committee on Diocesan Finances.

SEC. 1. (1) At every Annual Convention the Bishop shall appoint four laymen and two clergymen, who shall hold office until their successors are appointed, and who with the Treasurer of the Diocese, ex-officio, shall constitute a Committee on Diocesan Finances. Vacancies in said Committee, except in the case of the Treasurer, shall be filled by a majority vote of the members of the Committee.

(2) Every motion, resolution or recommendation calling for a contribution or an assessment of money for any purpose shall be referred to this Committee, which shall consider the same and report thereon to the Convention.

(3) The Committee shall exercise general supervision of the financial affairs of the Convention, and shall endeavor to secure simplicity and certainty in the collection of funds and co-operation between the various trusts and boards of the Convention. It shall keep a record of its meetings, and shall report to the Annual Convention.

(4) The Treasurer of the Diocese, acting under the direction of the Committee, shall annually make an assessment on the Parishes, Missions and Congregations of the Diocese for the total of the amounts fixed by the Convention for the following objects, respectively:

(a) The Episcopal Fund.
(b) The Diocesan Fund.

(c) Diocesan Missions.

(5) The Treasurer, also, under such direction, shall make an apportionment among the Parishes, Missions and Congregations

of such a sum as will be sufficient to meet the amount apportioned to the Diocese for Domestic and Foreign Missions.

SEC. 2. (1) The assessment for the objects named in Section 1 (paragraph 4) shall be based upon the current expenses of each Parish, Mission or Congregation, as shown by its Annual Report.

For the purposes of determining the basis of assessment, current expenses are hereby defined to include all ordinary expenses for the objects following, viz.:

Salaries and wages.

Lighting, heating, insurance, repairs and maintenance of buildings used for church purposes, supplies, and the support of services.

The notification to each Parish, Mission or Congregation of its annual assessment shall indicate the amount assigned to it for each of the objects for which the assessment is laid.

The Treasurer shall classify the Parishes, Missions and Congregations according to the amount of the current expenses of each of them, and shall make assessments based on such classification.

(2) The annual report of each Parish, Mission or Congregation shall be presented on the first day of the Annual Convention, or in default thereof its current expenses may be estimated by the Treasurer.

(3) The Treasurer shall prepare an assessment roll based on the current expenses as so reported or estimated, and shall fix the rate of assessment. A notice of the amount of the current expenses and the assessment in the case of each Parish, Mission or Congregation shall be sent to the corporate authorities thereof before the first day of December, which notice shall invite said. Parish, Mission or Congregation to appear before the Board of Adjustment and show cause, if any, why said assessment should be modified or corrected.

(4) The assessment so laid by the Treasurer shall be deemed to be confirmed unless before the first day of February, the Board of Adjustment shall take action modifying or correcting the same.

The amounts of such assessments shall be charged by the Treasurer of the Diocese against the Parishes, Missions or Con

gregations severally and respectively, and each of them shall make payment of its assessment to the Treasurer in two equal installments, one on the first day of February, and the other on the first day of August next ensuing; and it shall be the duty of the Treasurer to attend to the collection of the same. It shall be the further duty of the Treasurer to report to the Secretary of the Convention the names of all the Parishes, Missions or Congregations that for two successive years shall have failed to pay the sums assessed against such Parishes, Missions or Congregations for Diocesan purposes.

(5) The apportionment among the Parishes, Missions or Congregations of the amount to be raised for the Diocese for Domestic and Foreign Missions shall be made on the basis of the current expenses as above defined, and the same classification of Parishes, Missions or Congregations shall be adopted as in the case of the assessment for Diocesan purposes. The provisions for the modifications, confirmation and adjustment herein prescribed for the Diocesan assessments shall be observed also in respect of such apportionments, except that they shall be paid to the Treasurer of the Board of Missions, and not to the Treasurer of the Diocese.

SEC. 3. There shall be a Board to be known as the Board of Adjustment, consisting of the Committee and the five Archdeacons ex-officio.

It shall be the duty of the Board of Adjustment to receive and to consider any petition or request regarding the assessment upon any of the Parishes, Missions or Congregations of the Diocese, and after due consideration to adjust the same at such amount as the Board shall deem to be equitable and fair. The Board of Adjustment shall certify the amount so determined to the Treasurer of the Diocese by the first day of February in each year, and thereupon the Treasurer shall cause his books to conform with the action of the Board and notify any Parish, Mission or Congregation if any change has been made in its assessment by the Board of Adjustment.

It shall be the duty of the Board of Adjustment also to make such adjustments as it shall deem to be proper in respect of the apportionment of any Parish, Mission or Congregation, for Do

mestic and Foreign Missions upon a written request from it for such action, and the Board shall certify to the Treasurer any change that it may make in any apportionment made by him.

SEC. 4. The Committee shall fix the character and amount of security to be furnished by the Treasurer of the Diocese, and by any other Treasurers over whom the Convention may have jurisdiction.

Whenever the Committee on Diocesan Finances shall deem advisable it may confer with the Standing Committee, the Trustees of the Episcopal Fund, the Trustees of the Parochial Fund, the Trustees of the Estate and Property of the Diocese, the Trustees of the Aged and Infirm Clergy Fund, and with any other Trustees or Boards of the Convention, and with the Treasurers of any organization under the jurisdiction of the Convention, for the purpose of harmonizing and simplifying the financial affairs. and methods of the Convention and of the Diocese.

CANON XVII.

Of the Episcopal Fund.

SEC. 1. The fund for the support of the Episcopate in this Diocese, now provided, together with that which may be hereafter contributed or acquired, and any accumulation accruing from the investment thereof, shall be intrusted to the corporation entitled "The Trustees of the Episcopal Fund for the Diocese of New York," incorporated by an Act of the Legislature of the State of New York, passed May 14, 1845. The Trustees composing said corporation shall be five in number, who shall be appointed by and shall hold their offices during the pleasure of the Convention, and all vacancies occurring in their number shall be filled by the Convention.

SEC. 2. The Treasurer of the Episcopal Fund shall make known each year to the Convention the amount required by assessment for the support of the Episcopate, said assessment to be made by the Treasurer of the Diocese in accordance with Canon XVI.

SEC. 3. All moneys belonging to the said fund shall be loaned. by the said Trustees upon security of real estate, or invested in

stocks of the United States, or of any of the States, or of the City of New York, at their discretion, and also in such other securities as may be recommended unanimously by the Trustees and approved by a vote of the Convention. And all securities and investments shall be taken or made in their corporate name above mentioned, and they shall have power, from time to time, to change such investments. A statement exhibiting the condition of the said fund and securities, together with all receipts and disbursements, shall be reported to the Convention at every stated meeting thereof, signed by the Trustees, or a majority of them.

CANON XVIII.

Of the Diocesan Fund.

SEC. 1. The Treasurer of Convention shall make known each year before the close of the Convention the amount required for Diocesan purposes, and such amount shall be raised by assessment, in accordance with Canon XVI.

SEC. 2. It shall be the duty of the Treasurer of the Convention to retain annually out of this fund one dollar for each Clergyman in the Diocese. The moneys thus retained shall be paid by him to the Treasurer of the General Convention at each meeting of the same.

CANON XIX,

Of Contributions for Church Objects.

SEC. 1. In every Parish of the Diocese provision shall be made whereby its members may make offerings, by collections and otherwise, as often as the needs of the Church shall require, for the support of its objects, particularly its missionary work at home and abroad, the education of young men for the sacred Ministry, and those other religious and charitable objects which have been commended to the care of the Church by the General Convention, or by the Convention of the Diocese; and it shall be the duty of the Clergyman in charge to give due notice to the congregation of the time and purpose of such offerings, and also to call their attention to the importance and claims of the respective objects to which the offerings are to be applied.
