D. EXAMINATION. No marks, no class. Examiners should form an opinion as to the merits of the candidates after consideration of their thesis or papers and of their practical work. 9. After each meeting of a Board of Studies or a Board of Examiners, the Convener of the Board shall send in to the Registrar a report of the proceedings of the meeting, together with the names of the members present at the meeting. The report of the Convener of a Board of Studies shall be submitted to the next meeting of the Faculty which appoints the Board; and the report of the Convener of a Board of Examiners shall be submitted to the next meeting of the Syndicate. 10. Every College applying for affiliation in Science must have sufficient apparatus to illustrate the experimental section of the subject, and to carry out such practical work that may be prescribed from time to time. An adequate supply of gas and water is imperative. 11. All Colleges which have intermitted their post graduate teaching in any subject for three years or more, should be required, before re-opening a class in that subject, to inform the Registrar of the arrangements which it is proposed to make for the instruction of that class, and at the same time to furnish a full College time-table. 12. Duplicates of University certificates or diplomas shall not be granted except in cases in which the Syndicate is satisfied by the production of an affidavit or otherwise that the applicant has lost his certificate or diploma, or that it has been destroyed. In such cases a duplicate of a certificate, the original of which was signed by the Registrar, may be granted on payment of a fee of Rs. 5; and a duplicate of certificates or diplomas, the original of which was signed by the Vice-Chancellor, on payment of a fee of Rs. 10.
