PREFACE.

THE volume of Proceedings of the Fourteenth Session of the National Conference of Charities and Correction, now offered to the public, differs from preceding reports less in the general range of topics than in detail of treatment. Among the subjects introduced for the first time is the report of the Committee on "Our Duty to the African and Indian Races," with valuable papers by Gen. S. C. Armstrong, Philip C. Garrett, Miss Alice C. Fletcher, and others. A large amount of space is given to the discussion of Immigration, a chapter of special interest to legislators, in view of the present trend of public opinion. The subject of State Boards of Charities has, perhaps, never been so exhaustively treated as in the long report by Mr. F. B. Sanborn. One of the fullest reports was that of the Committee on Organized Charity, accompanied by four carefully prepared papers. New suggestions in the department of "Provision for the Insane" were gladly received. The memorials to Miss Dorothea L. Dix and to T. B. L. Baker, Esq., are worthy of note. In short, the present volume is a valuable addition to the literature of the subjects of which it treats.
